China RoHS: New China Standard for Control of Pollution Caused by Electronic Information Products (EIP)

To control and reduce environmental pollution and other public hazards during the process of manufacturing, selling and importing electronic information products (EIP) in China, the Ministry of Information Industry of China has published a new Standard for the “Control of Pollution Caused by Electronic Information Products” (China RoHS). This new standard has be put effective on March 1, 2007. The China RoHS standard contains three parts:

• SJ/T11363 – 2006: Requirements for Concentration Limits for Certain Hazardous Substances in EIP
• SJ/T 11364 – 2006: Marking for the Control of Pollution Caused by EIP
• SJ/T 11365 – 2006: Administrative Measure on the Control of Pollution Caused by EIP

Electronic Information Products (EIP) Mean:

• Electronic radar products

• Electronic measurement device products

• Electronic communication products

• Electronic industrial professional equipment

• Radio and television products

• Electronic component products (e.g. cable)

• Computer products

• Electronic application products (e.g. medical electronic equipment)

• Household electronic products

• Electronic material products and fittings (e.g .semiconductor crystal)

Restricted Hazardous Substances Include:

Maximum Concentration Value

• Cadmium (Cd)

0.01% by weight in each homogeneous material

• Mercury (Hg)

0.1% by weight in each homogeneous material

• Lead (Pb)

• Hexavalent chromium (Cr VI)

• Polybrominated biphenyls (PBB)

• Polybrominated diphenyl ethers (PBDE)

• Other toxic or hazard substances or elements set by the State of China

Labeling Requirement Shown on Packaging and / or User Manual:

• EIP pollution control mark
• Name and concentration of the hazardous/toxic substances
• Packaging material content
• Environmental protection use period
